Samuel was born on the 21st of September, 1757, in Richmond County, Farnham's Parish, Virginia. He began his career of public service at an early age. While at school in Prince William County Virginia (near Dumfries), Samuel joined a volunteer company of infantry under the command of a Mr. Grayson and marched against Governor Dunsmore.
